Scared of being called racist, conservatives do not state the obvious. Regarding the Congressional Black Caucus, Jonah Goldberg at least acknowledged that members of that less than fine group are more predisposed to corruption, but he did the dishonest thing and made sure to attribute it to something other than race and blamed it on seniority. How p.c. and how wrong.
Not that seniority won't yield corruption, but in the case of black politicians, corruption is more likely because of race. Being able to claim racial victimhood simply insulates black politicians from accountability. Not only does a Maxine Waters know she can use race as a defense, she also knows that the very fact that she can makes it less likely that she will be scrutinized for wrong doing.
Ultimately, a Maxine Waters really relies on the rally 'round the race mentality within the black community - that an attack on any high profile black person is an attack on all, that, despite obvious and overwhelming evidence of guilt, self-serving abuse of power, and continued failure to remedy any of the problems in the black community that a good politician would address. The most obvious exemplar of this all too common phenomenon would have to be Marion Barry.
But when average blacks rally around high profile, elites like Marion Barry or Maxine Waters, they're really rallying around their oppressors and falling for the whitey's out to get you because he's getting me ploy.
In general, bourgeois blacks benefit most from promoting failure in the black community. The scam is obvious. Knowing that affirmative action sets aside a few positions, it is in the self interest of bourgeois blacks to limit competition for those positions. Thus promoting black academic failure by undermining standards and discipline (by simply calling efforts to maintain both racist) leads to a severe narrowing of the competitive pool. Second, promoting pathological behavior seals the deal. Further, it keeps enough blacks in a bad condition for bourgeois blacks to be able to demand more race based benefits. After all, high incarceration rates, high unemployment, and low test scores all point to the fact that racism remains a serious impediment in the average black person's life. Thus, the pool of competitors shrinks even more - as racism provides an out for the hard work and discipline necessary to have any kind of success - while the benefits set aside for blacks multiply; and who gets all those benefits? Bourgeois blacks.
In other words, the black upper middle class - the Cornell West's, the Henry Louis Gates, the Minister Farakkan's, the Reverend Wright's, the Al Sharpton's, the NAACP - promote black failure to secure for themselves wealth, status, position and prestige. Oh, and they are all insulated from any kind of serious scrutiny because they rally 'round their "brothers" whenever the truth is said because the truth isn't the truth - it's really just another case of a black man making it and being dragged down by whitey.
